Obong Asuquo Inyang Udo Etukeyen (1939–2020) was a distinguished Nigerian civil servant and administrator, widely recognized as the “father of Akwa Ibom State Civil Service” for laying its foundational structures as the pioneer Secretary to the Akwa Ibom State Military Government (1987–1991). A member of the Iman Ibom clan in Etinan Local Government Area, he also served at the federal level as Director General of the Council Secretariat, The Presidency (1992–1994), where he played a critical role in implementing the oil dichotomy abrogation policy.
Obong Elder Asuquo Inyang Udo Etukeyen (OON) was an elite Nigerian bureaucrat and administrator who made history as the pioneer Secretary to the State Government (SSG) and Head of Service for Akwa Ibom State following its creation in 1987. Born on February 22, 1939, he passed away on June 12, 2020, at the age of 81, leaving behind a legacy of administrative excellence and traditional titles including Obong Ifiok Iman Ibom.
He is highly celebrated as a foundational architect of Akwa Ibom State’s civil service and administrative infrastructure.
- A Unique Historical Distinction
Obong Etukeyen holds a rare position in Nigerian political history as the only individual to have served as the Secretary to the Military Government (SMG) across two separate states. He was the final SMG of the old Cross River State and transitioned directly to become the first pioneer SMG and Head of Service for the newly carved-out Akwa Ibom State under military governor Col. Tunde Ogbeha.
- Building a State From Scratch
When Akwa Ibom State was created in September 1987, it possessed no formal administrative complexes. Etukeyen managed the critical task of sharing assets between Cross River and Akwa Ibom. He engineered the temporary facilities needed to get the new government running, setting up civil service activities at the Plasto Crown Guest House in Uyo and establishing what remains the present-day Government Press Centre.
- Distinguished Civil Service Career
Before reaching the peak of state administration, he compiled a vast public service record, including:
- Federal Administration: Serving with the National Youth Service Corps (NYSC) as Senior Assistant Secretary Inspector in 1973.
- State Portfolios: Serving as Principal Secretary to the Military Governor, and Secretary for the Ministry of Finance and Economic Planning in the old Cross River State.
- Local Governance: Serving as the Sole Administrator of Etinan Local Government Area in 1984.
- The Presidency: Moving to the federal level post-1991, he served in the Presidency at Dodan Barracks (Lagos) and Aso Villa (Abuja) as Director General of the Commission and Tribunal and as a Permanent Secretary in the Cabinet Secretariat.
- Background and Traditional Titles
An indigene of Ikot Obong, Southern Iman in the Etinan Local Government Area, he was educated at the famous Hope Waddell Training Institution in Calabar, Fourah Bay College in Sierra Leone (B.A. Hons from Durham University), and the University of Manchester.
In recognition of his stellar governance track record, he was conferred with the national honor of Officer of the Order of the Niger (OON). Traditionally, he held the revered titles of Obong Ifiok Iman Ibom and Mkpisong of the Akwa Esop Ima Isong Ibibio. To immortalize his principles, his family launched the Asuquo Etukeyen H.A.T Recognitions, an annual ₦1,000,000 grant program rewarding civil servants who display extreme Honesty, Accountability, and Transparency.
